The Judo competition will take place in the SC Cetin-je, Cetinje. The individual tournament will take place on 28th of May, the Team tournament will be held on 30th of May. Competitions will take place in accord-ance with the rules laid down by the International Judo Federation (IJF), except for any specific modifi-cations stipulated in the GSSE Rules and Regulations
Each country may enter two athlete per weight cat-egory, with maximum of 9 athletes per gender, per country. Athletes will be selected in accordance with the GSSE rules. Competition will be held if we have at least 4 athletes in the category from 3 different countries.

A Technical meeting will be held on Monday 27th of May at Slovenska Plaza, Budva. The meeting is scheduled at 19:00h
A referees meeting will be held on Monday 27th of May at Slovenska Plaza Budva after the Technical meeting.

The EJU Official Technical Delegate makes the pool. Tournaments will take place using the Full-Repe-chage, Double Repechage or Pool System according to IJF-DOCUMENT “SOR – Sport and Organisation Rules of the International Judo Federation.
The competition will be carried out according to the rules and sporting codes of IJF and EJU. One (1) Referee will be appointed for each fight. Two (2) Ref-erees will assist him with the Referee observer at the Care System.
RESPONSIBILITY OF THE NOCS
A medical certificate or form is not required for Judo competitors. Competitors will take part in the events under the total responsibility of their National Olym-pic Committee.
NOCs are responsible for the general behavior of their competitors with regard to the organizers.
Accreditation must be shown at the official weigh-in and before each fight.
WITHDRAWAL DUE TO INJURY
If the athlete is, due to injury, no longer able to take part in the competition, the Referees and Judges have to decide after the following clauses:
1 If the injury is in the responsibility of the in-jured competitor, he loses the contest.
2 If the injury is in the responsibility of the un-injured competitor, the uninjured competitor loses the contest
3 If the cause of the injury is not attributable to either of athletes, the competitor who is no longer capable to take part in the competition loses the con-test. The competitor responsible for the injury will no longer be able to take part in the repachage. Should a competitor withdraw from a contest, he/ she will not be able to enter any other contest. A contest-ant, who loses a contest due to injury may continue the competition if in agreement with the Coach and Medical Staff.
IJF REFEREE COMMISSION
The commission is not a commission of appeal. In the event of problems, Referees may consult the commission. Under no circumstance may competi-tors or representatives of their delegation consult the commission. No protest against a Referee’s decision will be accepted.
Competitors should wear an IJF approved judo-gi supplied by one of the following manufacturers: Green Hill, Sfjam Noris, Adidas, Kappa, Budo Sport Ag, Danrho, Daedo Int, Essimo Bv, Fighting Films, Kusakura, Mizuno, Matsuru, Toyo.
Judogi Control: It will be operated with a soku-teiki by Referee prior to the fight. Judogi must have an IJF Official Label “APPROVED JUDOGI” with an optical code which can’t be falsified. Each of the competition clothing articles (jacket, trousers and belt) must have an IJF official label.
Each competitor is obliged to have sewn on the back of his judogi a back number bearing his surname and his National Olympic Committee abbreviation. The back numbers must be fixed horizontally and centered on the back of the judogi. They must be placed at a distance of 3cm from the bottom of the collar. Competitors will be weighed on the day before the competition. Athletes must report to the weigh-in with their accreditation card and passport. The weight of competitors must comply with the category in which they are registered. They will only be able to report once to the official weigh-in. If any athlete arrives late for the official weigh-in, they will not be able to take part in the competition.
The weigh-in will take place at the Slovenska plaza, Budva.

The athlete must be within the weight limits of the category in which they are inscribed. There are 2kg of tolerance for athletes who competed in the indi-vidual tournament and NO tolerance for athletes who are only inscribed for the team competition. During the competition, an athlete may compete in one category higher than the category in which they are inscribed. Before the start of the official weigh-in, the coach can update the team list.

Individual Tournament: Random weight checks with the same rules as the official weigh-in can be or-ganized before the first contests in the morning of the competition. The weight of the athlete cannot be more than 5% higher (without Judogi) than the official maximum weight limit of the category. The weight of competitors must comply with the category in which they are registered They will only be able to report once to the official weigh-in. If any athlete arrives late to the official weigh-in, they will not be able to take part in the competition.
The Individual Tournament will take place on the 28th of May . At least 4 judokas must be registered per category for the contest to take place. Catego-ries within six to eight competitors will take place using a double repechage system. Categories with more than eight competitors will take place using a full repechage system. In the event of five or fewer competitors, contestants will compete against each other, according to the rule 2 3 2 Low Numbers Rules for Other Individual and Team Events in the IJF-DOCUMENT ”SOR - Sport and Organisation Rules of the International Judo Federation”.
The Team Tournament will take place on the 30th of May.
Each Federation member may nominate ONE Wom-en’s team and ONE Men’s team. The team will com-pose three judokas from the different weight catego-ries. The team may also provide three substitutes, one for each weight category. In order to be repre-sented, a team must comprise at least two competi-tors able to participate in two different weight catego-ries, as stipulated in the IJF rules. At least four teams must be registered per gender for the contest to take place. Competition with more than eight teams will take place using a double repechage system. Com-petition with more than eight teams will take place using a full repechage system. In the event of five or fewer teams, teams will compete against each other, according to the rule 2 3 2 Low Numbers Rules for Other Individual and Team Events in the IJF-DOCU-MENT “SOR - Sport and Organisation Rules of the International Judo Federation”.
The contest duration is four minutes for all athletes.
The Draw is scheduled due the Technical meeting. Categories with 5 or fewer athletes - Round Rob-in. Categories with 6 and more athletes – Double Repechage. Best World Ranked Athletes will be seed-ed. Two team finalists of the previous Games will be seeded.
The scoring system is based on the rules of IJF “SOR - Sport and Organisation rules for the International Judo Federation”.
TEAM CONTEST RULES
A match always finishes with a decision - no Hikiwake. The winning team will be designated according to the number of fights it has won. If an equal number of fights have been won, the result will be determined by the total number of points scored. If there are also an equal number of points at the end of the match, a draw is done from all categories regardless if the team has a player or not (if both teams donâ€™t have a player in the same category, this category will be not included in the draw). The athletes in the drawn category will refight a golden score contest. The draw is done by computer and displayed on the athlete and public (big screen) scoreboards, should the number of wins and points be the same, one contest that has been declared as a draw will be replayed with Golden Score if necessary.
TEAM CONTEST RULES
If we have 4 individuals or 4 teams, match for third place has to be organized. If we have more than 4 in-dividuals or 4 teams, there will be two third places
